At each Games, a flag bearer for both the Opening and Closing Ceremonies must be chosen from within Team England. The process for chosing a flag bearer for each ceremony is the same at all Games and that is that all the sports participating at the Games are given the opportunity to nominate an athlete from their sport to fulfil this role. Not only must they give the name, but also the reasons for nominating a particular person. Once all the sports who want to nominate a flag bearer have submitted information to the Chef De Mission, then all the names, are forwarded to every Team Manager, where they are asked to vote on their first choice for a flag bearer. If there is an outright winner, then this athlete would become the flag bearer and will represent Team England. However, if there is a tie at this first round of votes, then a second vote is called. This second vote would only include the names and details of the athletes who have tied and Team Managers, would then be asked to revote for the athlete they believe should perform the role of a flag bearer at Opening or Closing Ceremony. Should there be another tie at the end of the second round of votes, then more rounds of voting would be held, until one athlete emerged as the winner. All votes are made in confidence to the Chef de Mission.
